The Bulgarian Air Traffic Services Authority (BULATSA) is a state-owned enterprise established under the Bulgarian Civil Aviation Act and the Law on Commerce. BULATSA performs the state functions for the provision of air navigation services in the controlled civil airspace over the territory of the Republic of Bulgaria, Bulgarian Territorial Waters and a Contract Airspace over a part of the Black Sea.
