The strategy of the Windsor Link Railway is to connect – or reconnect – small missing links in the existing rail network to deliver disproportionate gain for relatively small costs and to make better use of under-utilised lines. Initially, however, the plan is to focus on just one such opportunity, connecting the two existing lines into Windsor to create a new through line. This will be followed by linking Heathrow into the network from the west and south.
