La Asociación Española de Gestores Públicos de Vivienda y suelo (AVS) es una asociación de naturaleza técnica y profesional que reúne a los distintos gestores públicos de vivienda, suelo, equipamientos y servicios públicos. Se constituyó en el año 1988 a iniciativa de 26 Gestores Públicos , como entidad de carácter voluntario y sin ánimo de lucro. Pueden pertenecer a AVS entes públicos territoriales y aquellos otros organismos públicos y empresas o sociedades mercantiles pertenecientes al sector público , cuya finalidad es la promoción y la gestión de vivienda social y asequible, suelo residencial, industrial y destinado a equipamientos , así como a la gestión de equipamientos y prestación de servicios públicos vinculados a los mismos o de carácter urbanístico o social. La Asociación consta en el momento actual de más de ciento veinte miembros. El ámbito interno de AVS es el Estado Español.Tiene cinco Secciones autonómicas en Andalucía, Canarias, Comunidad Valenciana, Madrid y el País Vasco y, en el ámbito de Cataluña se ha suscrito un convenio especial de colaboración con l'Associació de Gestors de Polítiques Socials d'Habitatge de Catalunya (GHS) donde se integran los asociados de dicha comunidad. En el ámbito Europeo AVS forma parte del "Comité Europeo del Hábitat Social-Housing Europe".Housing Europe es la Federación Europea de Vivienda Pública, Cooperativa y Social. Establecida en 1988, es una red de 45 federaciones nacionales y regionales que representan más de 43,000 y empresas de 24 países europeos, de los sectores público, cooperativo y privado sin ánimo de lucro. En total gestionan más de 26 millones de hogares, aproximadamente el 11% de las viviendas existentes en la UE.
