El Consell Regulador de la Denominació d'Origen es fundà l'any 1960. La viticultura començava a representar un paper importantíssim al Penedès, es començaven a establir una sèrie d'empreses que a les seves finques vitícoles elaboraven i embotellaven els seus vins, i començaven a comercialitzar-los. Això donà peu a crear la Denominació d'Origen Penedès: aquesta fundació volia ser simplement el reconeixement a un tipus de producte molt concret, i a més, oferir al consumidor una garantia d'una determinada qualitat zonal. Actualment el Consell Regulador té inscrits als seus registres a 3700 viticultors i 170 bodegues. Aquest contingent implica una producció anual d'entre milió i mig i dos milions d'hectòlitres de vi. La Denominació d'Origen assegura unes varietats concretes de raïm, el vi de Denominació no pot ser elaborat amb qualsevol varietat per a produir un determinat tipus, seguint uns protocols d'elaboració i amb vinyes situades voluntàriament dins la regió natural. Tota aquesta normativa ha donat peu a un producte vitícola que el consumidor reconeix amb el nom de Penedès, que tutel·la el Consell Regulador de Denominació d'Origen, i per la qual cosa, garantitza una determinada qualitat.
