A Empresa de Planejamento e Logística S.A. (EPL) é uma empresa pública que serve ao Estado Brasileiro e atua no planejamento, estruturação e qualificação de projetos de infraestrutura de transportes. Com o desenvolvimento de estudos e pesquisas, a EPL subsidia o Governo Federal com propostas que auxiliam na definição de prioridades sobre os investimentos necessários para o setor. A empresa foi criada para prestar serviços na área de projetos, estudos e pesquisas destinados a contribuir com o planejamento da logística e dos transportes no país de forma a integrar todos os modais. Nesse sentido, a EPL desenvolve o Plano Nacional de Logística. A ferramenta demonstra quais são os empreendimentos e investimentos necessários para o desenvolvimento da infraestrutura de transportes, bem como a forma e o momento mais adequados para a sua realização. Outra atribuição da EPL refere-se aos estudos e relatórios requeridos para o licenciamento ambiental das rodovias e ferrovias federais concedidas. Sua criação foi autorizada pela Lei nº 12.743, de 19 de dezembro de 2012, para modificar a denominação da Empresa de Transporte Ferroviário de Alta Velocidade (ETAV) e ampliar suas competências.
