Wykonuje on zadania zarządcy dróg krajowych oraz realizuje budżet państwa w zakresie dróg krajowych. W skład Generalnej Dyrekcji Dróg Krajowych i Autostrad wchodzi centrala w Warszawie oraz 16 oddziałów w województwach. Podstawowe zadania zarządu w terenie pełnią podległe poszczególnym Oddziałom GDDKiA rejony dróg krajowych.
