La base del trabajo es un diagnóstico colaborativo del espacio público que imbrica la visión del equipo técnico, el aparato político-administrativo y la ciudadanía. Partiendo de ésta base, las estrategias que se planteen deben orientar las transformaciones de los espacios libres hacia entornos inclusivos que generen la máxima diversidad de experiencias posible. El entorno, natural y urbano, como extensión sensorial de los ciudadanos: el encuentro entre affordances y capabilities. Las prioridades de transformación que surjan del proceso se establecen a partir de una relación coste-beneficiarios, asignando costes económicos estimados a las diferentes propuestas de actuación, para luego relacionarlas con el número de ciudadanos que se benefician de ellas. La rentabilidad social óptima de las inversiones económicas a realizar, es aquella que con un menor coste económico tiene un mayor número de ciudadanos beneficiarios.
