Smart Regulation Peru Se basa principalmente en las siguientes dos premisas: Primera premisa: las regulaciones estatales, tanto de tipo económico como social y administrativo, se justifican en la existencia de fallas de mercado o de algún interés público no económico que deba tutelarse. Segunda premisa: pese a lo anterior, una regulación mal diseñada o implementada puede terminar generando efectos negativos y perniciosos para la economía o sociedad, desvirtuando el propósito para el cual fue creada. Es decir, un mal diseño o enforcement regulatorio puede provocar costos superiores a las fallas de mercado que intenta remediar. Incluso, pueden existir alternativas a la regulación tradicional, más efectivas y no intrusivas, que hagan innecesaria la intervención estatal como primera medida. En tal sentido, SRP surge principalmente con el propósito de difundir el enfoque de mejora continua aplicable al diseño, implementación y evaluación regulatoria, a fin de evitar "fallas regulatorias"​ y garantizar que la intervención estatal o la adopción de alguna otra alternativa a la regulación, cumpla con estándares de alta calidad regulatoria, en beneficio de las empresas, usuarios, ciudadanos y demás stakeholders. Para ello buscamos capacitar en la aplicación de herramientas y estrategias de mejora regulatoria y buena gobernanza, y convertirnos al mismo tiempo en una plataforma para difundir y promover la discusión de esta temática en la academia y sociedad civil.
